What's in Store For The 3rd District:
The Sea Cows Bay Harbor Development Project
1. Nine two story Buildings for Commercial Investments
2. One hundred and sixty nine thousand square feet (169,000 sf) of commercial space will be available.
3. Two thousand eight hundred square feet (2,800 sf) of space will be designated to make available, Four Restaurants and a Pub, which is to include varying levels of food services, from fast food to formal dining.
4. Nine two hundred foot long jetties will provide berthing for approximately 125 yachts, including provisions for Mega Yachts.
5. Water depth to accommodate Yachts with drafts up to 15 feet.
6. Seventy Nine Thousand (79,000 sf) square feet of office space will be available.
7. A secondary road or by-pass will be placed parallel to Drake’s Highway so as to make the development more friendly to users.

BiWater: Installation of a Sewage Treatment Plant at Burt Point (Free of Cost to Government)
This Initiative comes at a time when the Global Economy has faultered, Recession is all over, including in the Virgin Islands, and the Virgin Islands in order to borrow money, approval must first be sought from the Foreign and Commonwealth Office in the United Kingdom, since we have already reached the limits set by the Borrowing Gudelines. Truth is, we could not do it on our own.
For the first time ever, Metropolitan Road Town, (Baughers Bay, Free Bottom, Purcell, Huntums Ghut, Horsepath, Lowerestate, Road Town, and McNamara), will have treated sewage, and no longer will raw sewage be dumped into the waters off Slaney and allowed to flow directly into Sea Cows Bay. This is Huguely significant.

Nibbs Estate Lands Sub-division Phase II
This 114.5 Acre Estate was bought from the Georges Family in 1998 by the Government of the Virgin Islands during the time Oliver Cills was District Representative for the sum of $2,290,000. The intended purpose of the purchase was to provide land to first time home owners at an affordable cost, while at the same time create an environment friendly to the inhabitants with recreational facilities, open spaces, forestry, and agricultural lands.
In 1999 the first phase was carried out, and 84 lots were given in 1/4 acre sizes at $0.70 per square foot, or approximately $7,623.00 per 1/4 acre. However, because of the overwhelming crave for land, and the acute shortage there of, the Government felt an obligation to meet as much as the need as was possible.
That being so, as District Representative, it became expedient for me to advocate the conversion of Agricultural Lands for Residential use. As such therefore, we are in the process of subdividing a second phase of the estate for distribution. Soon, we will be in a position to issue Notices of Awards to as many as 70 persons for both Residential and Commercial Lots.

What Fraser Did For The 3rd District:
The Demolition and Reconstruction of the Albion Bridge
The Albion Bridge which was built in the 50's had become worn and in a state of disrepair, so it became necessary to have it replaced. As District Representatives I took the initiative and had the job done. The project was executed by way of Petty Contracts, and Purchase Orders in order to maximize the economic spinoff to the District's Contractors. In total there were seven such Contractors, with contracts ranging in sizes from $6,000 to $75,000.

The Hannah / Sea Cows Bay Sidewalk Project
The Sidewalk project is to address the threat posed to pedestrians by the most dangerous stretch of Drake’s Highway, by installing a piece of sidewalk which will serve to connect Sea Cows Bay and Hannah Bay.
